Pre-Qualification

California Assembly Bill (AB) 1565 went into effect on January 1, 2014.  AB 1565 requires ALL General Contractors and M/E/P Subcontractors to be prequalified if the project is valued at $1 million or more and funded whole or in part with State Facility Bond funds.

Public Contract Code 20111.5 enables districts to require prime contractors to be prequalified prior to accepting bids.

Public Contract Code 20111.6 requires the district to do so for certain projects. This applies to prime contractors and MEP sub-contractors with the following licenses:

  • General Contractors (A and B), Mechanical, Electrical, and Plumbing subcontractors (C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and C-46)

  • The District must receive complete applications at least ten (10) business days prior to the scheduled bid opening on any advertised project in order for the candidate to qualify for a project in excess of $1,000,000 and partially funded by the State. Pre-qualification approval will remain valid for one (1) calendar year from the date of notice of qualification except as noted in the pre-qualification documents.

CUPCCA (informal bidding)

(a)Public projects of seventy-five thousand dollars ($75,000) or less may be performed by the employees of a public agency by force account, by negotiated contract, or by purchase order. (b) Public projects of two hundred twenty thousand dollars ($220,000) or less may be let to contract by informal procedures as set forth in this article, (c) Public projects of more than two hundred twenty thousand dollars ($220,000) shall, except as otherwise provided in this article, be let to contract by formal bidding procedures. (Amended by Stats. 2024, Ch. 953, Sec. 2. (AB 2192) Effective January 1, 2025)

Drone Operations on District Property

Cabrillo Unified School District has established an administrative procedure for drone flights over district properties to support construction documentation, facility inspections, and operational needs while ensuring student safety and regulatory compliance.

Authorized Uses

The district may approve drone operations for:

  • Construction progress documentation
  • Site inspections and facility surveys
  • Aerial photography for project records
  • Roof and building assessments
  • District-approved educational or operational purposes

Requirements for Drone Operations

All drone operators on district property must meet the following requirements:

FAA Certification: Valid FAA Part 107 Remote Pilot Certificate

Insurance Coverage: Minimum $1 million comprehensive liability coverage including General Liability, Workers' Compensation, and Sexual Abuse and Molestation coverage, with Cabrillo Unified School District named as additional insured

District Approval: Advance approval through the district's permitting process

Application Process

Contractors and service providers requiring drone operations should:

  1. Contact the Facilities Department to discuss project needs
  2. Submit application through the district's online permitting system at https://cabrillo.civicpermits.com
  3. Provide required documentation (FAA certification, insurance certificates, flight specifications)
  4. Allow 2-4 weeks for processing

Student Privacy and Safety

All drone operations must comply with student privacy protections and cannot interfere with educational activities. Operations involving student photography require additional approval and parental consent.
