Life-long community resident Mario Vazquez was appointed to fill the seat on the Cabrillo Unified School District Board of Education previously held by Charles Gardner during the course of last night's public session held at 6:00 p.m. in the District Office Conference Room. Vazquez was selected following an interview process that also engaged three other applicants for the position: Leonard Stone, Susan Weintraub, and Rachel Williamson. Two other applicants chose not participate in the final interview process: Kathleen Ferenz who determined to withdraw her name from consideration and Charmion Donegan who was traveling out of the area at the time. Vazquez will fill a seat that expires on the first Thursday of December, 2012. While initial plans call for the Oath of Office ceremony to be conducted at the next regularly scheduled meeting Thursday, October 13, previous commitments may prevent Vazquez from joining the Board until the following meeting on November 17. PRESS RELEASE: Application forms now available for Measure E parcel tax exemptions; filing deadline is June 30 - March 4, 2011 Coastside property owners who are 65 years of age or older and/or who own contiguous parcels of property within the boundaries of the Cabrillo Unified School District have until June 30, 2011 to apply for the Senior Citizen Exemption and/or the Contiguous Property Exemption of the $150 per-parcel tax assessment resulting from last June's successful Measure E parcel tax election. The 2011-2012 application forms for new applicants are available online at http://www.cabrillo.k12.ca.us or at the front desk of the Cabrillo Unified School District Office located at 498 Kelly Avenue, Half Moon Bay. Property owners may direct questions about the application process to Melissa Keefe at the District Office at (650) 712-7123 or by calling 1-800-273-5167. Individuals who obtained a 2010-2011 exemption will receive a renewal form in the mail. Anyone in this "renewing" category who does not receive a form in the mail by April 31st is requested to call 1-800-273-5167 for further assistance. Approved applications will need to be renewed on an annual basis for the duration of the term of the parcel tax— five years. PRESS RELEASE: Schools file lawsuit to recover losses Lawsuit FAQ sheet Earlier today, twelve school districts (listed on the next page) and the County Superintendent of Schools filed a lawsuit in San Francisco against the County of San Mateo and its former Treasurer, Mr. Lee Buffington, seeking recovery of $20 million in school district funds that were lost by the County Treasurer when Lehman Brothers filed bankruptcy in September 2008. The school districts seek not only to recover their financial losses, but also to ensure that the County Treasurer will implement the investment standards and safeguards needed to ensure the future safety of public school funds. The money lost by the County Treasurer included funds for instruction and operations, taxpayer-approved bonds, and other funds critical to educating San Mateo County’s children. The County Treasurer charged the districts substantial fees to manage their money, for which the County Treasurer was required to provide competent, professional investment services. The multi-million dollar losses suffered by the school districts have added to dramatic budget problems already facing area schools. The claim alleges that the County Treasurer violated State and County investment policies and failed to adhere to prudent investment practices, as required by law. The Treasurer was aware of the deterioration in the Lehman Brothers credit rating and its plunging stock price, yet continued to invest more money in Lehman Brothers than was prudent under any reasonableness standard. In addition to ignoring known problems with Lehman Brothers, the claim alleges that the Treasurer violated fundamental concepts of investment diversification by investing approximately $155 million of the County Investment Pool in Lehman Brothers. The districts have attempted to resolve this dispute without litigation, but the County has not come forward with any offer to address the losses suffered by the districts. Because the lost funds are crucial for the education of thousands of children throughout San Mateo County, the districts and county superintendent are now seeking restitution through the courts. PRESS RELEASE: District and Classified Union reach tentative agreement Cabrillo Unified School District September 9, 2010 Negotiating teams for the Cabrillo Unified School District and the California School Employees Association, Chapter 485 (CSEA) reached a tentative agreement on a new three year contract on September 8, 2010 with the assistance of a state mediator. CSEA represents approximately 120 classified (non-teaching) employees of the District who provide direct support services to the schools, offices, teachers and students of the District. The proposed new contract covers the 2010-2011 through 2012-2013 school years. CSEA has scheduled a ratification vote for September 23, 2010. Assuming passage, the Board of Education of the District will consider approval of the agreement at its meeting of October 14, 2010. Additional details of the contract that largely mirrors earlier agreements reached with the Cabrillo Unified Teachers Association and non-represented employee groups will be released on September 24 following the CSEA general membership meeting. PRESS RELEASE: Board approves formation of parcel tax oversight committee; applications now available Cabrillo Unified School District — August 12, 2010 The Cabrillo Unified School District Board of Education took formal action to fulfill a campaign pledge to the Coastside community by approving a set of Citizens’ Measure E Oversight Committee Bylaws during the course of last night’s regularly scheduled board meeting. The Board also approved a timeline for the formation of the Oversight Committee that calls for an application deadline of 4:00 p.m. on Friday, September 3. The purpose of the Oversight Committee is to inform the public at least annually in a written report whether the tax dollars that are generated by the parcel tax measure (Measure E) approved by Coastside voters on June 8 are being expended in a manner consistent with the ballot language. |

Settlement bars practice of granting CAHSEE exemptions: Students with disabilities will not be granted a continuing exemption from the requirement to pass the California High School Exit Exam (CAHSEE) under the latest tentative settlement agreement reached in the Kidd vs. California Department of Education (formerly known as the Chapman case) on April 2, 2008. The tentative agreement includes a stipulation that the California Department of Education (CDE) must “identify and/or seek funding of $500,000” for a study and report that examines 12th grade students with disabilities who have taken the CAHSEE with modifications and/or accommodations specified in their IEPs or 504 plans, but who have not passed the CAHSEE, and who have satisfied or will satisfy all other requirements for graduation from high school. If the study determines that some students have learned the CAHSEE material but are unable to demonstrate that knowledge, the report shall include recommendations on alternative means to demonstrate knowledge of the CAHSEE standards. The settlement specifies that, if no funding is found for the study within two months, the agreement can be abandoned and the lawsuit revived. (Interesting, eh?) Following the announcement, State Superintendent of Public Instruction Jack O’Connell issued a press release indicating he was pleased that an agreement has been reached that “continues to hold high standards for students with disabilities while recognizing and respecting their individual education plans.” O’Connell noted that the tentative settlement agreement does not change current law that allows special education students to take the CAHSEE with accommodations or modifications as specified in the student’s IEP or 504 plan, or to apply for a waiver of the CAHSEE requirement if the student takes one or both parts of the CAHSEE with a modification and receives the equivalent of a passing score. If the student’s local school district grants the waiver, and all other graduation requirements are met, then the student is eligible to receive a high school diploma.
